The National Assembly has passed the 2025 Appropriation Bill, approving a total expenditure of ₦54.99 trillion, as presented by President Bola Ahmed Tinubu.
The bill was considered and passed by both chambers—the Senate and the House of Representatives—on Thursday after a detailed review by their respective appropriation committees.
At the House of Representatives, the bill went through a clause-by-clause evaluation by the Committee of the Whole before being adopted. The Chairman of the House Committee on Appropriations, Rep. Abubakar Kabir Bichi, presented the bill at plenary before it was considered for final passage. Following deliberations, Speaker Abbas Tajuddeen put the budget to a voice vote, after which it was approved.
The approved budget states: “A Bill for an Act to authorise the issue from the Consolidated Revenue Fund of the Federation the total sum of ₦54,990,165,355,396 (Fifty-Four Trillion, Nine Hundred and Ninety Billion, One Hundred and Sixty-Five Million, Three Hundred and Fifty-Five Thousand, Three Hundred and Ninety-Six Naira) only."
It further breaks down the allocations as follows: Statutory transfers amount to ₦3.64 trillion, while ₦14.32 trillion is earmarked for debt service. The sum of ₦13.06 trillion is designated for recurrent (non-debt) expenditure, and ₦23.96 trillion is allocated for capital expenditure.
At the Senate, the bill was also approved following the presentation of the report by the Senate Committee on Appropriations, led by Senator Solomon Olamilekan Adeola (APC, Ogun West).
After the breakdown of the budget was read out by Senate President Godswill Akpabio, the Leader of the Senate, Senator Opeyemi Bamidele (APC, Ekiti Central), moved a motion for the third reading and final passage of the bill, which was seconded by the Minority Leader, Senator Abba Moro (PDP, Benue South).
