Ogun State Governor, Prince Dapo Abiodun, has presented the 2025 Appropriation Bill of ₦1,054,542,020,147.47 to the State House of Assembly. This comprehensive budget comprises ₦453.56 billion for recurrent expenditure and ₦600.98 billion for capital expenditure.
Governor Abiodun, before the presentation, inaugurated the newly redesigned Ogun State House of Assembly Complex, constructed over 45 years ago, expressing pride in its transformation.
The 2025 budget, titled "Budget of Hope and Prosperity," was presented during a plenary session presided over by the Speaker, Rt. Hon. Oludaisi Elemide. The budget allocates ₦120.14 billion to personnel costs, ₦37.49 billion to consolidated revenue, ₦76.07 billion to public debt servicing, and ₦219.86 billion to overhead costs.
Governor Abiodun highlighted the sectoral allocations, noting that the education sector will receive ₦177.835 billion, representing 17% of the budget, while the health sector is allocated ₦134.538 billion, amounting to 13%. Housing and community development will receive ₦66.382 billion, representing 6%, while agriculture and industry are allocated ₦65.38 billion, also at 6%. Infrastructure takes the largest share with ₦284.4 billion, representing 27%, while ₦25.27 billion, accounting for 2%, is set aside for recreation, culture, and religion.
Other allocations include ₦39.83 billion for social protection, amounting to 4%, while general public service for the executive organ is allocated ₦46.86 billion, representing 4%. General public service for financial and fiscal affairs is allocated ₦42.28 billion, also representing 4%, while general public service for general personnel service is set at ₦2.91 billion, accounting for 0.3%. Public order and safety are allocated ₦26.44 billion, representing 3%, while economic affairs are allocated ₦5.97 billion, or 0.6%. The judiciary is allocated ₦10.54 billion, representing 1%, while the legislature will receive ₦21.18 billion, representing 2%. The remaining ₦104.6 billion, accounting for 10%, is allocated to state-wide services.
Explaining the proposals, Governor Abiodun said, “As the sixth budget of this administration, the 'Budget of Hope and Prosperity' addresses current challenges, essential reforms, and our vision for inclusive, diversified, and sustainable growth. It prioritizes infrastructure, healthcare, education, and youth empowerment, aiming to reduce inequality and improve citizens' well-being.”
Reviewing the 2024 fiscal year, the Governor noted that the state achieved 79% of its pro-rated revenue target and 56% of its pro-rated expenditure. He described these figures as a testament to Ogun’s fiscal reliability.
Rt. Hon. Oludaisi Elemide commended Governor Abiodun for the Assembly Complex renovation, describing it as a significant boost for legislative operations. He noted the Assembly's legislative achievements, including passing nine bills, 32 motions, and resolving over 40 issues under its quasi-judicial function.
Elemide highlighted the need for a special court to enforce the Anti-Land Grabbing Law, stating, “Land disputes account for over 80% of petitions received by the Assembly.” He also called for financial autonomy for the legislature to enhance its effectiveness.
Elemide assured, “The lawmakers will ensure the timely passage of the Appropriation Bill and monitor its implementation to guarantee its benefits reach the people.”
The event was graced by Deputy Governor Engr. Noimot Salako-Oyedele, Secretary to the State Government Mr. Tokunbo Talabi, former Deputy Governors Senator Shefiu Kaka and Yetunde Onanuga, State Head of Service Kehinde Onasanya, and notable traditional rulers, among others.
